Ground-mounted plants, from design to operation, starting with the land check.
Overview
With ruling 127/2026 the Constitutional Court upheld the limit on ground-mounted modules in zones classified as agricultural by urban plans, and suitable areas now depend on national and regional rules.
That is why a solar PV plant is assessed first of all on the area, so as not to spend on design for a site that falls at the first check.

What remains possible
These include some already degraded areas or areas linked to infrastructure and production facilities. The list must be read in the current text.
The limit depends on the zoning classification, which is the first thing to establish.
The checks
01
From the certificate issued by the Municipality.
02
Under the national and regional rules in force.
03
Starting with landscape and cultural heritage, including buffer zones.
04
To understand which transitional rules apply.
05
Ground-mounted or agrivoltaic, with the related requirements.
06
A suitable plot without a viable grid point doesn't make a project.
How we step in
Coordination of site, schedule, costs and suppliers.
